The controversial theme of government as master or servant raises one of the most perplexing problems in society today; but other times have also witnessed the lively ferment created by this issue. For example, in the American context, note the fear so carefully voiced by George Washington:

The spirit of encroachment tends to consolidate the powers of all the departments in one, and thus to create whatever the form of government, a real despotism. A just estimate of that love of power, and proneness to abuse it, which predominates in the human hear is sufficient to satisfy us of the truth of this position.
